Extortionist apprehended in Changlang
CHANGLANG, Mar 31: Khomtu Khomrang, a 22 years old youth from Rangkatu village was arrested by Changlang Police yesterday while distributing extortion notes and collecting extortion money from various heads of departments.
A Maruti car along with several extortion letters and documents were seized from Khomrang who claimed himself as president of Longchang Students’ Union.

EKSWCO condemns arbitrary act
ITANAGAR, Mar 31: The East Kameng Social Welfare and Cultural Organization (EKSWCO) has vehemently condemned the alleged arbitrary act of Chief Judicial Magistrate (CJM), Seppa for illegal detention of BSNL SDO (T), Seppa and account officer (TR), BSNL, Seppa on a “mere purported ground of telephone bill dispute without being heard them.” It is a sheer violation of law of natural justice and complete procedural lapse, said the Organisation in a release.
Stating that the unfortunate incident occurred due to communication gap (which could be rectified in the later stages) the EKSWCO appealed to one and all “not to give it a communal colour for maintaining peace and tranquility in the district. The organization also requested the higher authority to intervene into the matter and take appropriate action.
The organization further said that if a responsible office of CJM resorted to such callous and uncalled for exercise of power than the organization will fix the responsibility on the concerned office for causing hindrance to the development of the district.
However, the EKSWCO urged the BSNL authorities to keep up its working spirit in greater interest of the district.

Students demands action from the DA

Daporijo, Mar 31: All Tagin Youth Organisation has threatened to launch democratic movement against the govt of Arunachal Pradesh if it fails to investigate the involvement of Tahang Taggu, the former DC Upper Subansiri and other officers and officials for allegedly allotting land to some private person in DC Bunglow Complex and other govt land.
In a complaint to the Deputy Commissioner, ATYO informed that during the tenure of Taggu, he had made rampant allotments thus rendering many government employees of Daporijo houseless and forcing them to take up rented accommodation as their quarters have been dismantled by the persons to whom the plots were allotted.
The organization is demanding an investigation by a Special Investigation Team.
It appealed to the district administration to carry out the detailed report and review all the land allotments made during the tenure of Taggu as DC Upper Subansiri.

Weeklong EDP begins at DIC Pasighat

Hindi made optional subject for NE Students in SRCC
ITANAGAR, Mar 31: The authority of Shri Ram College of Commerce under Delhi University has granted the first year students from North East as well as from South India to opt for other papers (subjects) which are taught in English in place of Hindi.
The decision was taken by the college authority when a team of North East Students’ Human Rights Organization (NESHRO) led by its president Daniel Stone Lyngdoh, General Secretary N Haineube met the Principal of the college and appealed him not to make Hindi a compulsory subject for the B.Com (Hons) students from North East.
The Organization has also submitted a memorandum to the Vice Chancellor of Delhi University for issuing an official notification to this effect.
NESHRO said it is also initiating to help those students who have been struggling to clear Hindi papers in the previous years to let them write their examination in other English optional papers.

Former Textile deputy director Take Mosu passes away
ITANAGAR, Mar 31: Former Textile and Handicraft deputy director, Take Mosu breathed his last at his Abo Tani Colony residence here today. He leaves behind his wife, a daughter and a grandson.
Popularly known as Kokai Mosu, Late Mosu was born at remote Pochak village of Siyum
circle, Upper Subansiri district on September 1, 1955. A student of Synod College,
Shillong, Late Mosu had joined Govt service as extension officer in department of
industries in Nov 1980. He had served as assistant director from 1991 to 2005 and
as deputy director, textile and handicraft from 2005 till his retirement in 2013.

Team visits College site
BASAR, Mar 31: A team of officials led by Rashtriya Uchchatar Shiksha Abhiyan inspected the site of the proposed model degree college in Basar West Siang district last Friday to assess the availability of supporting infrastructure for the college.

ITANAGAR, Mar 31: Home & Power (Elect) Minister, Tanga Byaling came down heavily on unions, associations and organizations terming them as extortionists. “These so called intellectual people are the one who creates problem. They talk about development but they themselves carry out extortions. Our population is only 14 lacs but we have thousands of organizations. If we try to explain one group about some issues another comes out from nowhere and create hurdles,” said Byaling.
Further, he added, “These groups raise some issues and then expect either the Chief Minister or concern minister to invite them for the talk. Then they expect some favour. This is wrong and will not help the state in the longer run.”
Home Minister has also appealed the citizens to help government to fight against bandh culture. “Supreme Court of India has declared bandh calls as illegal. Also during bandhs, public are the worst sufferers. Unless they extend cooperation, government alone cannot fight against this bandh culture,” he added.

ITANAGAR, Mar 31: Master Ngurang Nyakum, son of APAMB Chairman, Ngurang Pinch will represent the country in the World Youth Football (Mediterranean International Cup 2015) to be held in Barcelona, Spain from March 31 to April 5.

DAPORIJO, Mar 31: In a major breakthrough, police has busted two gangs involved in extortion of ransom from the officers in Upper Subansiri district.
Two culprits allegedly involved in extorting money from officers were nabbed from the resident of an officer of Horticulture Department where they had come to extort money by a police team led by Superintendent of Police, Taru Gusar on Monday.
SP Gusar informed that both the alleged culprits were demanding Rs 4 lakhs from the officer and threatening him with dire consequences if he failed to give the money.
They were arrested when they visited the official second time in his residence the next day at around 3.30 pm while demanding the money.
The arrested extortionists are reportedly habitual offenders. Earlier, they had also attempted to extort money from the Divisional Forest Officer.
In a separate incident, three miscreants were arrested for allegedly trying to extort from Principal of Jawahar Navodaya School, MekDong.
The school authority had lodged a complaint against the unknown miscreants for allegedly demanding money in the name of an Itanagar based NGO. Following the complaint of the principal JNV, parents of JNV School lodged a separate complaint against the miscreants with Daporijo Police.
Police swung into action and nabbed the alleged culprit from his residence and later managed to arrest his accomplice while the third one surrendered before the police.
All the arrested have been detained and booked under section 448/387/511/506/34 IPC.

School student allegedly murdered
ITANAGAR, Mar 31: One 10 year old school boy was found allegedly murdered this morning near Govt. ME School, ESS sector Itanagar.
As per the report, the boy named Tani Tana hailed from Tali circle under Kra Daadi district and was presently residing with his sister.
While talking to this daily, Itanagar police station Officer in Charge, T Bage informed that police have registered a murder case under 302 of IPC.
“The body was discovered around 8.30 am. There is a head injury mark and probably he was murdered. His father lives in DDK colony but he was staying with his sister and was a student of Govt. ME School, ESS sector. He was seen around home till 6 am,” said OC Bage. Further, he informed that they are awaiting post mortem report to carry out further investigation.

biodiversity research activities of the centre, especially in the area of wildlife
biology research led by Dr Daniel Mize, Assistant professor –cum-
Prof Franz Bairlain enlightened the CPEB on the global overview of bird migration, various methods to track migrant to understand breeding and winter site as well as migratory path of bird over the globe through series of lectures and interaction.
During his lectures and interaction series, he also demonstrated on how the fingerprints of climate change impacts on biodiversity and can be easily observed in birds. So, avian biology research is important aspect over the globe as birds among vertebrate, is a sentinel of environmental change, he said.
While admiring the biodiversity of the state, Prof. Franz Bairlain said, ‘We go to Africa, Antarctica and Arctic area for our research work. But you need not go anywhere because a huge and prospective research field is at your doorstep since your state falls in Eastern Himalayan biodiversity hotspot. If you could document the temporal composition of biodiversity and do breakthrough research to unearth the mechanism, how nature maintains its diversity, would be an excellent contribution to scientific community, he said.

30 youths selected for skill development in beauty sector
ITANAGAR, Mar 31: A group of 30 youths from various districts of the state has been
selected under the state flagship programme on Skill Development and Employment Generation
for skill development training in beauty sector in VLCC at Noida. The selection of
the trainees were done through recent District level Job Mela-
Addressing the briefing cum send off programme organized by Skill Development and Employment Generation department (SD&EGD) at Udyog Sadan here today, Subu Tabin, Director, Skill Development and Employment Generation along with K. Sarma, Dy Director, Er. Kabom Nada, Bioler Inspector/State Coordinator and representative of VLCC briefed the youth about the training programme, safe train journey, food habit, security/precaution and discipline etc. to be successful trainees.
The state Govt. is sponsoring the candidates and bearing the entire cost of the training including travelling, training fees, boarding and lodging expenditure.
VLCC will impart 7 months training both theory and practical including soft skill like spoken English, communication skill, internet browsing etc. At the end of the training the candidates will undergo an assessment to be conducted by an empanelled and professional organization.
State Govt. has signed MoA with VLCC for imparting training and to ensure minimum of 70 per cent placement (Job) at minimum monthly salary of Rs.10, 000 in hand immediately after successful completion of the training.
MCH cum health awareness camps held
SEPPA, Mar 31: A series of Maternal & Child Health (MCH) cum health awareness camps were conducted at Loffa, Mebuwa, Weshi, Chodo miles camp and Attarang Singhi villages recently.
During the camps, awareness on Swine Flu, Japanese Encephalitis, Diabetes, Hypertension, Ante Natal Checkup, immunizations of children and women, blood screening kit test for malaria, hepatitis B and blood sugar, general health checkup of villagers were also conducted free of cost.
Dr. Kapu Sopin, MO i/c PHC Pakoti highlighted on preventive measures and causes swine flu, Japanese encephalitis and non communicable disease like diabetes and hypertension. He informed that JE cases were found in East Kameng district rarely, it is a seasonal viral disease mostly occurs during rainy season (April to October). He discouraged construction of piggery near homes and discouraged open defecation, and advised the villagers to keep their surrounding clean and to use mosquito net and encouraged construction of toilets.
Dr. Jesy Tana Tara, MD, child specialist talked on mother & child health and highlighted about the importance of antenatal checkup, benefits of institute delivery, breast feeding, immunization etc.
Dr.Taso Tagia SMO Dental surgeon DH Seppa briefed about oral hygiene and oral cancer, its preventive measure and causes. He advised routine checkup for oral cavity.
Dr. S K Suman, District Nodal officer cum SMO Homeopathic, DH Seppa briefed about proper hand wash method, while Dr. Kaya Lapung DRCHO, highlighted on immunizations, institute delivery.

Awareness camp cum Mock Drill on Disaster Management held
YUPIA, Mar 31: One day awareness camp cum Mock Drill on Disaster Management was conducted at NIT campus, Yupia today by the District Disaster Management Cell of district administration in collaboration with 31st ITBP.
Addressing the meeting, Deputy Commissioner Tai Kaye said that disaster preparedness is very important in our present life. We cannot control nature to prevent occurrence of natural disaster but we can keep ourselves trained to reduce the effects of any disaster with right knowledge of basic skills to cope with any situation.
He called upon the students to take full benefit of awareness camp and also appealed the students and NIT fraternity to conduct Swachh Bharat Abhiyan to keep the hostel and its surrounding clean and safe.
Later, Kaye gave away certificates to the students for participating in the awareness camp.
The 31st ITBP stationed at Yupia demonstrated mock drill on disaster relief and rescue operations. Inspector Hem Raj Singh of 31st ITBP administered the whole process of mock drill which was also participated by the students of NIT. The ITBP also displayed the equipments of rescue operations during disaster in the campus.

Under the leadership of Col C Rajashekar Commander 48 BRTF (GREF), the BRO is leaving no stone unturned to complete the double lanning process at the earliest. He also stated that the BRO is a versatile organization and is all equipped to develop connectivity if the MORT &H sanction for the balance road is received timely.
The road is being executed by Bharatiya Infra Projects Ltd based at Guwahati and is monitored and supervised by 48 BRTF. The work of double laning is designed for a speed of 80 Kmph for ruling and 65 Kmph for Absolute Minimum.
Formation works, Permanent works and Surfacing work are in full swing on this road.

Tread carefully
In a news which will bring cheers to the Yobin community of state, they have been accorded ST status after prolong struggle by the community members. The government of Arunachal in a notification issued recently has notified Yobin tribe residing in Vijaynagar circle under Changlang district as schedule tribe of Arunachal Pradesh under article 342 of the constitution of India. Yobin also known as Lisu first came into contact with outside world when on 7 May 1961, the 7th Assam Rifles expedition team reached Vijaynagar. Historical records show that they were given ST status in the year 1979.
In early 1980s, the government of India removed citizenship rights from Yobin. They were branded as refugees. Since then they have been struggling hard to reclaim the Arunachal Pradesh Schedule Tribe status. There is no doubt that Yobin people deserve ST status but state government will have to tread carefully. Large number of Yobin resides on the other side of border at Myanmar. Government should ensure that no one misuse this noble initiative. Also the decision to grant ST status to Yobin might open door for other groups to make similar demand. Central as well as state government should not take such decision which might disturb the social harmony of the state.

An appeal and a suggestion

This is in response to the news article published on 29th March/2015 in front page of Arunachal Times demanding resignation of Home Minister Tanga Byaling by ANSU and subsequent declaration of 24 Hrs 2nd phase Capital Bandh.
I appeal the ANSU to roll back its decision to resort to bandh call, but go for negotiation with Government for harmony, peace & tranquillity in the Capital Complex.
We have unique flora & fauna, oils and other minerals besides having 1/3 hydropower
potential of the country and there is also ample scope to promote tourism. But in-
A clear question comes in mind that how long the state will depend on assistance from Union Government? How and when the State can stand on its own feet? Did any of us realize about future of the State? What should be the role of responsible citizens for growth of the State? Should we only blame the person who is in chair? Can’t we realize our responsibilities in generating revenues for the growth of our own state?
Two sources of huge fund flow, i.e. hydro power projects have bitterly been opposed by the state in downstream and borrowing loan from Asian Development Bank (ADB) for infrastructure development is also being negated due to the China’s strong opposition.
So responsible citizens of the State should keep aside political differences and come forward cutting across question caste, creed and communities and drop our suggestions to the Government for greater interest of the State.
The lone resources hub of the State was wood-
The installation of Pre Paid Meter (PPM) System is a new and innovative initiative of the Government to thwart revenue leakage. Unless the new system is tested and proved, it is not appropriate to revolt against Government’s policy decision or initiatives. And in case of the PPM System is proved to be negative or inappropriate in ensuring interest of common people, then it is responsibility of the government to rollback the PPM System forthwith.
I would suggest to form a Committee headed by Secretary (Power) as Chairman and one Chief Engineer(Power) as Member Secretary comprising of members from Students’ Organisations, NGOs, Senior Citizens, retired Senior Officers from Power Department and retired senior bureaucrats to go into the depth of negative and positive aspects on installation of PPM System in Capital areas and to submit report within one month for government decision.
Therefore the Students’ Organisation, NGOs and Elite members of the Society should also play a vital role to create awareness among citizens of the State to realize moral responsibilities in contributing to the State in terms of revenues for the Government to take up people oriented/friendly welfare schemes for the interest of the common people of the State.

Tourism needs a boost
Dear Editor
Its pains so much when I see my state lagging so much behind every other state in India in every aspect. The revenue of our state from all resources add up to less than 100 crore. When a state having such a huge potential in tourism sector can do such a poor performance, then what does it imply? It implies the lack of proper implementation of schemes by government and improper execution of whatsoever small schemes by contractors.
We are too blind in our personal profits that we really don’t care for the development of our society which in fact will going to be everyone’s setback in long run. When a small state like Goa can have such a huge revenue output from tourism sector, I am sure Arunachal can do well too. In fact there are plenty of countries around the world whose maximum percentage of GDP comes from tourism sector. Had our politician mend our roads full of potholes, repair and renovate tourist destinations, develop beautiful hill stations, the whole scenario would have been different. Who can disagree that a state so small yet with such a huge diversity in culture blessed with immense beauty of nature coupled with safe and peaceful atmosphere can be a holiday destination in India? How many crores centre may put in our state, it will not move an inch higher in development index until those money are utilised properly and effectively.
A cycle of two events repeat every 5 year in our state. First event to mention is that during the time of election we sell our votes for the sake of money, job surety or some big contracts in our name. Being less in population, there is enough time and money with a politician to reach every household with their luring offers.
Second event that take place post-
In the whole process we are so indulged in our selfish growth that we rarely care about the growth of our society. It’s a common thing for our MP or MLAs and even us to mention about the natural beauty of our state when we go to other places and meet other people. So we do realize its potential but realising a dream needs hard work.
Sure corruption and nepotism has weakened our economic potential in overall aspect. But the younger generation are nowadays becoming more vocal and many unions and associations are being formed. So let’s converge our energy in the path of development and make our state a place that everyone can look upon and wish that they all want to wake up and see the first rays of sun from a room located in the most wonderful tourist destination in the world called Arunachal Pradesh

There always is debate or discussion on corruption among our youths and elders. Our
citizens blame the politicians and demands for anti-
What we need to understand is that corruption didn’t just start and end with politicians. We ourselves are also to blame for it. We think cheating in reasonable amounts, is okay. Accepting a sum of money during election is a normal phenomenon.
Later when the leader tries to recover the amount of expenditure with profit, we declare them as “corrupted politician”. It is easy, even fun, to blame politicians for every wrong in the state. However, they only reflect what society thinks.
Corruption is a by-
Thus, we are too equally responsible for the virus called corruption in our state.
We as people need to take some responsibility too. Only then true change shall happen.
