Officer gets promotion on retirement day

ITANAGAR, Mar 31: In a bizarre incident, one government official got promotion order on the day he retired from service. Joginder Singh Yadav, who retired as APPS (Grade-I) officer was promoted to rank of Superintendent of Police on his retirement day.

Yadav joined the police department in the year 1979 and served in various capacities. He is a recipient of police medal for meritorious service and president medal for distinguished service.

ITANAGAR, Mar 31: The Capital Complex district administration has banned Auto Rickshaw and Tempo drivers from carrying passengers in the driver’s seat/ front seat which is an offence under Motor Vehicle Act.

Carrying passengers in the driver’s seat / front seat interfere with the driving quality and may endanger the lives of public and passengers on the roads stated, Mige Kamki, District Magistrate-cum-Deputy Commissioner while issuing the orders.

 

HRD Minister Smriti Irani to attend NERIST convocation

ITANAGAR, Mar 31: The 4th Convocation of North Eastern Regional Institute of Science and Technology, Nirjuli is scheduled to be held on April 19. HRD Minister Smriti Zubin Irani will deliver the Convocation address.

 

Extortionist apprehended in Changlang

CHANGLANG, Mar 31: Khomtu Khomrang, a 22 years old youth from Rangkatu village was arrested by Changlang Police yesterday while distributing extortion notes and collecting extortion money from various heads of departments.

A Maruti car along with several extortion letters and documents were seized from Khomrang who claimed himself as president of Longchang Students’ Union.

Meanwhile, a regular criminal case of extortion has been registered against him and further raids are being carried out to arrest his associates. DIPRO

 

EKSWCO condemns arbitrary act

ITANAGAR, Mar 31: The East Kameng Social Welfare and Cultural Organization (EKSWCO) has vehemently condemned the alleged arbitrary act of Chief Judicial Magistrate (CJM), Seppa for illegal detention of BSNL SDO (T), Seppa and account officer (TR), BSNL, Seppa on a “mere purported ground of telephone bill dispute without being heard them.” It is a sheer violation of law of natural justice and complete procedural lapse, said the Organisation in a release.

Stating that the unfortunate incident occurred due to communication gap (which could be rectified in the later stages) the EKSWCO appealed to one and all “not to give it a communal colour for maintaining peace and tranquility in the district. The organization also requested the higher authority to intervene into the matter and take appropriate action.

The organization further said that if a responsible office of CJM resorted to such callous and uncalled for exercise of power than the organization will fix the responsibility on the concerned office for causing hindrance to the development of the district.

However, the EKSWCO urged the BSNL authorities to keep up its working spirit in greater interest of the district.

 

Awareness prog on water conservation

ITANAGAR, Mar 31: An awareness programme on Water Conservation was conducted by the Capital District administration at the Itanagar Book Fair being held at IG Park today.

Addressing the gathering, Capital Deputy Commissioner Mige Kamki said that water resource is the most precious gift of the nature. He said that in foreign countries, preservation and proper utilization of water is followed stringently.

Stating that careless use of drinking water has made it scarce, he called upon the people to conserve water. It might be imperative to have a pre-paid meter system on water consumption in future in the state, he opined.

Habung Lampung, EAC Capital Complex, Talom Dupak, EAC and Tana, Executive Engineer, PWD, were present on the occasion as resource persons.

Meanwhile, the organizers informed that the APLS multilingual poet meet will be held on 2nd of April and not 3rd April as reported in some dailies.

 

Training and awareness prog on Mushroom Cultivation

ITANAGAR, Mar 31: CSIR-North East Institute of Science & Technology branch Itanagar organized a training and awareness programme on “Cultivation of Mushroom” at institute premises today.  A total of 100 students along with their teachers, instructors from Hills College of Teacher Education, Lekhi Naharlagun attended the programme.

 Resource person Dr. Budhen C. Baruah demonstrated on mushroom cultivation, its commercial viability and food value. He said that these edible mushrooms have large number of micro and macro nutrients which are very essential in our body.

“We should not consume the mushroom collected from the jungle as most of the mushrooms being collected from jungles contain poisonous stuff,” he said. He requested all to consume only the mushroom cultivated in scientific method. Dr Chandan Tamuly, Sc. in Charge, CSIR-NEIST Branch Itanagar talk on importance of edible mushroom.

 

Violation of guidelines alleged

ITANAGAR, Mar 31: Large scale violations of stipulated guidelines by the West Siang district's administration and education department have been alleged by a section of panchayat leaders and activists from the district.

Registering a complaint with the Chief Secretary, 16 individuals including Anchal members, youth association members and activists have alleged that the deputy director of school education has "misused his power and position in executing various centrally sponsored schemes. In their letter to the CS, they alleged that DDSE Tomi Doke made large-scale payments to contractors in cash instead of issuing cheques or demand drafts.

The letter read that the "DDSE has violated official guidelines by making departmental payment in cash to contractors/suppliers". Seeking Doke's removal/withdrawal of his DDO power immediately and setting up of a departmental enquiry, the complainants said such practices are harmful for the healthy future of the state.

They have also alleged that a firm blacklisted for its involvement in the 100-crore PDS scam was awarded contract to supply Mid-Day Meals in the district.

The letter alleged that TR Enterprises was issued an "experience certificate by district food and civil supplies officer or deputy commissioner". The group also claimed that the firm was selected during the recent Liromoba assembly by-poll election in February when the election model code of conduct was in place. They said that the timing of the awarding of the contract "compels us to think that the selection was not done on merit".

They questioned "how could the DC or district food and civil supplies officer issue experience certificate to a blacklisted firm with a terrible record".

 

Farmers Fair – cum – Exhibition organized by KVK, Changlang

ITANAGAR, Mar 31: A day-long Farmers Fair–cum–Exhibition was organized to showcase the different technologies and activities under taken by KVK Changlang in it premise today.

During this programme subject matter specialists (SMSs) demonstrated application of fertilizer in fruit bearing trees. They also displayed and demonstrated the use of various modern agricultural equipments, weedicides and pesticides.

All together 87 farmers from different villages such as New Khamdu, Chamro, Longman, Kovin, Honkop and Tikhak Tipae under Jairampur sub division attended the programme.

An interaction session was also conducted where quarries of farmers were answered by Programme Coordiator Dr. Narendra Kumar, SMSs of the KVK.

 

Woman Entrepreneurship Development programme

DAPORIJO, Mar 31: The Industry centre, Daporijo Upper Subansiri conducted a one week woman Entrepreneurship Development programme (FPI) under Gender Budget from March 27 to 31 last.

The programme was participated by 75 trainees from the various circles of Upper Subansiri District.

On the occasion, A Dupak, Sr. Manager APRB, Dr T. Nalo, SVO, D.J. Bora (SMS) KVK,  R.Sorum, HDO R. Robert, Field Officer, SBI, Gyati Yakang, (SMS) KVK, Y . Ado,ADO (Agr) T. Basar DDI, and John Rai EI gave lecture on Agri-based Industry, EM-I/EM-II Registration procedures, Fish processing and related Industry, Book keeping and other financial matters, Horti-based Industry, Kishan Credit Card(KCC) and other banking loan procedures, Fish & Chilly pickle preparation, Tapioca chips preparation, Animals slaughtering process for business etc.

During the valedictory function, Deputy Commissioner Upper Subansiri District, Komkar Dulom encouraged the trainees to concentrate on the organic farming system and also emphasised on growing of large cardamom. DIPRO

 

ASYF demands probe

ITANAGAR, Mar 31: All Sagalee Youth Federation (ASYF) has urged the Chief Vigilance Officer cum Chief Secretary to institute a high-level inquiry to probe into the corruption allegedly being practiced by various Assistant Engineers of Sagalee PWD division.

In a complaint letter, the ASYF, equipped with the copies of RTI documents alleged that various Assistant Engineers of various subdivision within Sagalee PWD division have opened private bank accounts and public funds meant for developmental projects in the region are being illegally parked in their private accounts. Thus, they are misappropriating public fund without any authority of law, stated the ASYF. Further it alleged that they have withdrawn such illegal parked money from their respective accounts by using cheques of self-styled contractor.

Claiming that no public fund meant for implementation of developmental projects can be illegally parked and transactions can be through private accounts of any officer without having any DDO power,  the ASYF  said,  illegal transaction and parking of public fund is  the violation of general financial Rules-2005 or delegation of financial power Rules, 1978. It is also serious offence within the provisions of prevention of corruption Act, 1988. It further called for suspension of officers allegedly involved in corruption and punishment to them.

 

Mopin festival celebration starts at Aalo

Inaugurating the cultural show, former Minister Kento Ete, said that the beauty of our culture lies in presenting distinct identity and it is quite important to maintain and preserve its sanctity. Students demands action from the DA

Daporijo, Mar 31:  All Tagin Youth Organisation  has threatened to  launch democratic movement against the govt of Arunachal Pradesh if it fails to investigate the involvement of  Tahang Taggu, the  former DC Upper Subansiri and other officers and officials for allegedly allotting land to some private person in DC Bunglow Complex and other govt land.

In a complaint to the Deputy Commissioner, ATYO informed that during the tenure of Taggu, he had made rampant allotments thus rendering many government employees of Daporijo houseless and forcing them to take up rented accommodation as their quarters have been dismantled by the persons to whom the plots were allotted.

The organization is demanding an investigation by a Special Investigation Team.

It appealed to the district administration to carry out the detailed report and review all the land allotments made during the tenure of Taggu as DC Upper Subansiri.

 

Students’ unions back APPDSU

ITANAGAR, Mar 31: The Mengio Students Union (AMSU) and Ail Papum Poma Students Union (APPSU) in a joint press statement have extended their support the issue raised by All Papum Pare District Students Union (APPDSU) and its demand for resignation of Education Minister Tapang Taloh on moral ground.

While deciding to cooperate with APPDSU in meeting its demand placed before the state government, both the unions also demanded for immediate arrest of remaining alleged accused.

 

Weeklong EDP begins at DIC Pasighat

PASIGHAT, Mar 31: One week Entrepreneurship Development Programme (EDP) begun at District Industry Center, Pasighat yesterday.

Altogether, 35 trainees are participating in the training programme.

Inaugurating the programme, EAC Bani Lego said, the main objective of the EDP was to widen the base of entrepreneurship through development achievement motivation and entrepreneurial skills among the less privileged sections of the society to provide them entrepreneurial abilities so that they can establish and run their enterprise successfully.

AACWA appeals for quality works

ITANAGAR, Mar 31: All Arunachal Contractor’s Welfare Association (AACWA) urged the Capital PWD division to maintain quality with proper widening work while constructing the CC pavement works in the Capital Complex.  

Claiming that uniformity of road breadth has not been maintained particularly under Naharlagun division, the AACWA said width of the road should be at least six meters for free and smooth traffic movements.

 

Workshop on non communicable diseases held

ITANAGAR, Mar 31: A one day sensitization workshop on non communicable diseases (NCDs) under National Programme for Prevention and Control of Cancer, Diabetes, Cardio- Vascular Diseases and Stroke (NPCDCS) was held for the medical officers, GNMs and paramedical staff of District Hospital, Daporijo, CHC Dumporijo and CHC Muri Mugli at District Hospital, Daporijo on March 27.

Dr. J. Mara, Medicine Specialist of the District Hospital and Dr. T Nayam, District Programme Officer (NPCDCS), Daporijo made the participants aware about the diagnostic criteria for the non communicable diseases such as Cancer, Hypertension, Cardio Vascular Diseases and Stroke and the importance of NPCDCS Programme at district Level.

In addition to that District Monitoring Report on NCDs was shown to the participants and urged them to utilize the various resources of the programme so that the programme can be implemented properly in the Upper Subansiri district.

Dr. G. Hangkar, DRCHO, Upper Subansiri appreciated the work done by the NPCDCS staff and appealed to the participants of the workshop to spread awareness about the programme and be more cooperative in the near future so that the general public could get more benefit out of this programme.

 

District Executive Committee & District Management Plan meeting held

YINGKIONG, Mar 31: The District Executive Committee and District Disaster Management Plan meeting of the District Disaster Management Committee was held at Office of the Deputy Commissioner, Upper Siang District, Yingkiong today.

Addressing the members, Deputy Commissioner-cum-Chairman of the District Disaster Management Committee, Remo Kamki appealed all the HoOs to fairly deal with all emergency, eventualities arising out of any disaster and natural calamities like landslide, floods, fire accidents, earthquakes etc. and also advised them to join voluntarily during rescue operations.

Hindi made optional subject for NE Students in SRCC

ITANAGAR, Mar 31: The authority of Shri Ram College of Commerce under Delhi University has granted the first year students from North East as well as from South India to opt for other papers (subjects) which are taught in English in place of Hindi.

The decision was taken by the college authority when a team of North East Students’ Human Rights Organization (NESHRO) led by its president  Daniel Stone Lyngdoh, General Secretary N Haineube met the Principal of the college and appealed him not to make Hindi a compulsory subject for the B.Com (Hons) students from North East.

The Organization has also submitted a memorandum to the Vice Chancellor of Delhi University for issuing an official notification to this effect.

NESHRO said it is also initiating to help those students who have been struggling to clear Hindi papers in the previous years to let them write their examination in other English optional papers.

NLDA seeks public cooperation

ITANAGAR, Mar 31: The NERIST Land Donors Association (NLDA) has appealed to the general public to cooperate with the NERIST authority for a brighter future of the institution.

In a meeting with the NERIST director, the land donors also requested a section of public not to interfere in the activity of NERIST and allow them to work peacefully.

It further requested the students of NERIST to refrain from taking part in any kind of civil and other commercial/business works within the institute. Land donated is meant for development of the institution, the Association said while adding that misuse or encroachment of donated land will not be tolerated.

 

APCYGTSU declares bandh

ITANAGAR, Mar 31: All Palin, Chambang, Yangte, Gangte and Tarak Langdi Students Union (APCYGTSU) in a letter to Kra Daadi district Deputy Commissioner said that it has decided to declare 2nd phase of 24 hours Palin-Chambang constituency bandh on April 13 in favour of its demand for early completion of electrification works under RGGVY scheme from Dokio Langpo to Langdang village under Palin circle and immediate electricity connection from Dha hill under Lower Subansiri to Gangte circle. The Union further said, earlier it had served seven days ultimatum but the higher authorities did not respond.

 

BCYA appeal for ban

ITANAGAR, Mar 31: The Banderdewa Circle Youth Association (BCYA) in a complaint letter to the Capital Complex Deputy Commissioner has appealed for blanket ban on dice stalls allegedly being set up in mela premises in various locations of Banderdewa.

In its letter, the BCYA said that the melas being run for last several months has robbed the peace of many families and the public of the area are becoming the victim of dice.

 

Drawing competition in IBF

ITANAGAR, Mar 31: A drawing competition based on the theme ‘Books’ was held by the organizers of the Itanagar Book Fair for the students of Gyan Mission Orphanage at IG Park here yesterday.

Yapi Bami, Class VI, Yasa Baki, Class III and Tapa Nalo, Class III stood first, second, and third respectively in the competition.

While addressing the participants, Director of Research, Batem Pertin spoke on the importance of careful selection of good books for reading. He said regular reading has the ability to sharpen minds and shaping one’s future too.

 

Former Textile deputy director Take Mosu passes away

ITANAGAR, Mar 31: Former Textile and Handicraft deputy director, Take Mosu breathed his last at his Abo Tani Colony residence here today. He leaves behind his wife, a daughter and a grandson.

Popularly known as Kokai Mosu, Late Mosu was born at remote Pochak village of Siyum circle, Upper Subansiri district on September 1, 1955. A student of Synod College, Shillong, Late Mosu had joined Govt service as extension officer in department of industries in Nov 1980.  He had served as assistant director from 1991 to 2005 and as deputy director, textile and handicraft from 2005 till his retirement in 2013. During his service period, he was well-known for his straightforwardness, humorous nature and cordial relations with the subordinate officers and officials including people from different walks of life.

Meanwhile, Tagin Cultural Society (TCS) expressed deep shock and sorrow at the demise of one of its senior advisory member Take Mosu.  He was also a social worker par excellence since his school days, he had played a pivotal role in reshaping Tagin society. His demise is an irreparable loss to the Tagin society, said the TCS.

 

Team visits College site

BASAR, Mar 31: A team of officials led by Rashtriya Uchchatar Shiksha Abhiyan inspected the site of the proposed model degree college in Basar West Siang district last Friday to assess the availability of supporting infrastructure for the college.

The team, which included Deputy State Project Director, Minto Ete, State Liaison Officer, Dr VN Sharma held a meeting with ADC Emar Ete, Panchayat members, and people of the area, during which the public generally opined that academic activities of the college should begin at the earliest at its temporary site.

As the construction work on the college is yet to start, the team, accompanied by PR leaders and HoDs, visited unused government buildings located in Basar. They inspected the double storied boys’ hostel constructed by the PWD under SPA, the shopping complex-cum-working women’s hostel, the tourist lodge constructed by the RWD, the Type V quarter constructed to accommodate the ADC and other places. The HoDs also assured to provide ministerial staffs and accommodation facilities for teachers.

On its visit to the permanent site of the college to assess the progress of work, the team found that the site development has been completed and that the construction of the academic block would start soon. On being informed by the site engineer that the exact area of the college is about 23.50 acres, Ete requested the local administration to acquire more land as the minimum required area for the model degree college is 30 acres.

Later, the team visited the site for the proposed BEd College at Bogdo in Aalo.

Unions are extortionist: Byaling

ITANAGAR, Mar 31: Home & Power (Elect) Minister, Tanga Byaling came down heavily on unions, associations and organizations terming them as extortionists. “These so called intellectual people are the one who creates problem. They talk about development but they themselves carry out extortions. Our population is only 14 lacs but we have thousands of organizations. If we try to explain one group about some issues another comes out from nowhere and create hurdles,” said Byaling.

Further, he added, “These groups raise some issues and then expect either the Chief Minister or concern minister to invite them for the talk. Then they expect some favour. This is wrong and will not help the state in the longer run.”

Home Minister has also appealed the citizens to help government to fight against bandh culture. “Supreme Court of India has declared bandh calls as illegal. Also during bandhs, public are the worst sufferers. Unless they extend cooperation, government alone cannot fight against this bandh culture,” he added.

Meanwhile, the Home Minister today thrashed the rumours about Nabam Tuki led Congress government facing any kind of crisis. While talking to this daily, Byaling stated that such rumours are being deliberately spread by the political opponents.

ITANAGAR, Mar 31:  Home & Power (Elect.) Minister, Tanga Byaling today alleged that the Pre-Paid Metre issue is a politically motivated one. While talking to media persons at his office, Byaling stated that the movement against Pre-Paid Metre issue launched by All Nyishi Students Union (ANSU) is a politically instigated at the behest of those who want to destabilize the present government.

“We have already issued order giving consumer the right to choose between pre-paid metre and post paid metre. Power department is not forcefully installing pre-paid metre. It is being done on the basis of the consumers demand. Also as per the direction of central government, we are carrying out the reform in power sector and installation of prepaid metre is part of that. After this also, if someone makes an issue out of it, then what can we do,” Byaling stated.

He also stated that all the councilors of Itanagar except those hailing from BJP have supported the move to install pre-paid metre. The power minister also clarified that policy for installation of prepaid metre was done by the planning department and it is wrong to blame the department for it.

“Three years ago planning department started the process with a view to generate better revenue. Power department is only implementing the policy framed by planning department,” stated Byaling.

Sharing details of the revenue collected by power department, Byaling claimed that due to installation of pre-paid metre there is a jump in the revenue collection. “Power leakages have been controlled due to prepaid metre and this has lead to the increase in revenue. We have collected additional revenue of Rs 5 crore as a result of the installation of prepaid metre,” the minister added. Further, he claimed that power sector in Arunachal Pradesh has earned revenue of Rs 544.21 crore in the last six years. “During 2009-10 the department earned Rs 75.81 crore, Rs 90.82 crore (2010-11), Rs 80.53 crore during 2011-12, Rs 84.80 crore in 2012-13, Rs 93.08 crore in 2013-14 and Rs 119.17 crore in 2014-15 (till January 2015),” the minister claimed while showcasing the data provided by his officials.

Byaling also alleged that earlier ministers, MLAs and senior government officials used to be the biggest defaulters in paying bill. “Now, even these groups of people pay bill on time due to the prepaid metre system. Government is trying hard to stop stealing of electricity and also earn more revenue. But sadly in our Arunachal no one appreciates the good work,” Byaling said.

Power minister shared that till now 2200 pre-paid metres have been installed in Itanagar. “Our target is to install 32000 prepaid metres in Capital complex. In Itanagar only our target is to install 13000 prepaid energy metre.  The metres are being installed free of cost and department will give 5 years free maintenance,” minister informed. Arunachalee boy to represent India in World Youth Football in Barcelona

ITANAGAR, Mar 31: Master Ngurang Nyakum, son of APAMB Chairman, Ngurang Pinch will represent the country in the World Youth Football (Mediterranean International Cup 2015) to be held in Barcelona, Spain from March 31 to April 5.

He is among the four players selected from entire North East region to represent the country in the World Youth Football, informed family sources.

It is indeed a rare feat for Nyakum to be selected in the national football team to represent the country in world football, said the sources.

 

 

Two extortion gangs busted

DAPORIJO, Mar 31: In a major breakthrough, police has busted two gangs involved in extortion of ransom from the officers in Upper Subansiri district.   

Two culprits allegedly involved in extorting money from officers were nabbed from the resident of an officer of Horticulture Department where they had come to extort money by a police team led by Superintendent of Police, Taru Gusar on Monday.

SP Gusar informed that both the alleged culprits were demanding Rs 4 lakhs from the officer and threatening him with dire consequences if he failed to give the money.  

They were arrested when they visited the official second time in his residence the next day at around 3.30 pm while demanding the money.

The arrested extortionists are reportedly habitual offenders. Earlier, they had also attempted to extort money from the Divisional Forest Officer.

In a separate incident, three miscreants were arrested for allegedly trying to extort from Principal of Jawahar Navodaya School, MekDong.

The school authority had lodged a complaint against the unknown miscreants for allegedly demanding money in the name of an Itanagar based NGO. Following the complaint of the principal JNV, parents of JNV School lodged a separate complaint against the miscreants with Daporijo Police.

Police swung into action and nabbed the alleged culprit from his residence and later managed to arrest his accomplice while the third one surrendered before the police.

All the arrested have been detained and booked under section 448/387/511/506/34 IPC.

 

 

State Govt discloses Central RD funding

ITANAGAR, Mar 31: The State Government today said that the Ministry of Rural Development, Govt. of India during 2014-15 released Rs. 342.25 crore and the amount has been further released to the contractors.

The first installment of Rs 200 Cr was released by Govt. of India in April 2014, while in second installment of Rs 142.25 Crore was released in September, 2014, informed Government Spokesperson Bamang Felix.

At present, work worth Rs 1600 crore are in various stages of execution in the field. While submitting UC for Rs 342.24 Crore, the Department has placed to the Ministry to release an additional amount of Rs 275 crore to meet up the liabilities during 2014-2015, which is not yet released by the Ministry.

An amount of Rs 1200 Crores has been projected to the Ministry to allocate in the Annual Plan 2015-2016.

Reacting to a news item published in sections of local dailies, the Govt. spokesperson said that a project for improvement and creation of Infrastructure for Urban Transport including roads and parking lots/spaces at JNNURM Mission City, Itanagar for Rs. 9128.50 Lakhs is under various stages of execution. The department has received Rs. 6253.02 lakhs including the central and state share till date and has submitted the utilization certificate for the received amount way back in the year 2013. IMFL prohibited during Tawang Fest

TAWANG, Mar 31: Tawang Festival is no more a community or regional festival but has grown into a full fledged global event which draws mammoth flow of tourists keen to mingle and savour our rich tradition, said, UD, Tourism, Art & Culture Minister Pema Khandu.

“Such festivals are the major platform to showcase our rich, varied and unique lifestyle, culture and tradition to the outside world,” said, Pema while chairing a meeting in the Deputy Commissioner’s conference hall here today to chalk out strategies for successful conduct of the much Tawang festival to be held from May 1 to 3.

Restricting the sale of Indian Made Foreign Liquors (IMFL) in a bid to showcase local brews and cuisines during the festival, Pema said, no IMFL should be served during the festival. He further advocated for daytime events at the market square over late night programmes expressing concern over law and order issues. He also declared to make the festival an annual calendar event.

Zeroing in the festival date on 1-3 May, Tawang MLA Tsering Tashi exhorted for a vegetarian and alcohol free festival. Emphasizing on celebrating the fest with an appropriate theme and banner, he called on the Indian Army and SSB to work hand in glove to make the mega festival a grand success.  

Tawang Deputy Commissioner, Abishek Dev stressed on putting a stringent tab on the closing time of stalls and routine for serving liquor in the eateries to ward off any untoward incidents. Cracking the whip on BSNL for the erratic network and internet services in the district, he directed them to prioritize the festival area. He also informed that a Tourism Department website and a booklet on Tourism would be released during the tourism extravaganza.

DoKAA chairman, Jambey Wangdi prioritized on law and order situation during the festival fearing any untoward event sending a negative image of the peaceful region to the outside world. Appealing everyone to work for maintaining the sanctity of the land, he pushed on highlighting more cultural and traditional heritage of the pious region during the celebrations.

School student allegedly murdered

ITANAGAR, Mar 31: One 10 year old school boy was found allegedly murdered this morning near Govt. ME School, ESS sector Itanagar.

As per the report, the boy named Tani Tana hailed from Tali circle under Kra Daadi district and was presently residing with his sister.

While talking to this daily, Itanagar police station Officer in Charge, T Bage informed that police have registered a murder case under 302 of IPC.

“The body was discovered around 8.30 am. There is a head injury mark and probably he was murdered. His father lives in DDK colony but he was staying with his sister and was a student of Govt. ME School, ESS sector. He was seen around home till 6 am,” said OC Bage. Further, he informed that they are awaiting post mortem report to carry out further investigation.

 

 

Youths urged to avoid toxic substances during Mopin

ITANAGAR, Mar 31: MLA Gabriel D Wangsu urged the younger generation to avoid use of toxic substances to avoid any kind of untoward incidents and for smooth celebration of the Mopin festival.

Mopin is the festival of purity, so one should maintain its logic and give emphasis on fostering oneness and unity amongst the tribes of state and show the path of peace and tranquility for overall development of the state while celebrating this festival, said Wangsu while inaugurating the cultural competition of Mopin Festival Itanagar 2015 at Solung-Mopin Ground here yesterday.

Extending Mopin greetings to each and every Galo brethren of the Capital city, he urged them to celebrate the festival with ritualistic way, so that the young generation can learn the mythological facts of Mopin.

Stressing the need of protection and preservation of the age-old culture and tradition for identity, Gabriel said that we have already lost so many things in the past, so we need to preserve the remaining valuables for our future.

The messages of oneness amongst the tribes of Arunachal should be sent through Mopin to the rest of the tribes of the state, he added.

President cum Pingi Neri MFCCI, MLA Nyamar Karbak welcoming the participants appealed them to take active participation in the celebration. Karbak appealed the members of community to take voluntary participation without waiting for any formal invitation.

Altogether 17 Popir parties from various sectors from Itanagar took part in the cultural competition.

The first night competition was marked by Yaan Kabman for male and group dance for woman.

The competition will last till April 3 and it is expected that all the related competition items will be completed before the main Mopin celebration on April 5, informed Secretary Cultural, Dr Rime Ngulom.

Er Kengo Bam, General Secretary MFCCI also addressed the gathering. The whole cultural event is managed and supervised by Dr Rime Ngulom and Karken Riba.

Dr Rime Ngulom also made a fervent appeal to all the participants to report on time in remaining competitions.

Attending the second night of the Mopin cultural events, Dumporijo MLA Paknga Bage called upon the masses to stay united leaving aside petty differences for greater interest of the community. He appealed to the youths to preserve ones’ own culture and tradition adding that education will help us in preserving our culture and traditions.

 

 

Prof. Franz Bairlain donate for wildlife biology research under CPEB

ITANAGAR, Mar 31: Prof Franz Bairlain, Director Avian Institute, Oldenburg University, Vogalwarte Helgoland, Wilhelmshaven, Germany visited the Center with Potential for Excellence in Biodiversity, Rajiv Gandhi University as visiting faculty to hone the biodiversity research activities of the centre, especially in the area of wildlife biology research led by Dr Daniel Mize, Assistant professor –cum- Principal Investigator Wildlife biology research group under CPEB.

Prof Franz Bairlain enlightened the CPEB on the global overview of bird migration, various methods to track migrant to understand breeding and winter site as well as migratory path of bird over the globe through series of lectures and interaction.  

During his lectures and interaction series, he also demonstrated on how the fingerprints of climate change impacts on biodiversity and can be easily observed in birds. So, avian biology research is important aspect over the globe as birds among vertebrate, is a sentinel of environmental change, he said.

While admiring the biodiversity of the state, Prof. Franz Bairlain said, ‘We go to Africa, Antarctica and Arctic area for our research work. But you need not go anywhere because a huge and prospective research field is at your doorstep since your state falls in Eastern Himalayan biodiversity hotspot. If you could document the temporal composition of biodiversity and do breakthrough research to unearth the mechanism, how nature maintains its diversity, would be an excellent contribution to scientific community, he said.  

During his stay at Rajiv Gandhi University, he interacted with students, research scholars, professors of CPEB.  

While discussing on various research avenues, he strongly recommended for research on temporal variation of bio-community composition along with elevation gradient, comparative study on bio-community composition between disturbed and undisturbed habitat, bio-community composition in various forest types in the state. Such type of study for 10-20 years will reveal the climate fingerprints on biodiversity. It will be a great contribution to scientific world, he said.

As a goodwill gesture, Prof Franz Bairlain donated his teaching honorarium to Dr Daniel Mize for his wildlife biology research and to boost the biodiversity research as well. He is also ready to donate numbers of book on wildlife and minor equipments to CPEB.

30 youths selected for skill development in beauty sector

ITANAGAR, Mar 31: A group of 30 youths from various districts of the state has been selected under the state flagship programme on Skill Development and Employment Generation for skill development training in beauty sector in VLCC at Noida. The selection of the trainees were done through recent District level Job Mela-cum- Skill Development Awareness and Selection Rally held in every district headquarter throughout the state.

Addressing the briefing cum send off programme organized by Skill Development and Employment Generation department  (SD&EGD) at Udyog Sadan here today, Subu Tabin, Director, Skill Development and Employment Generation along with K. Sarma, Dy Director, Er. Kabom Nada, Bioler Inspector/State Coordinator and representative of VLCC briefed the youth about the training programme, safe train journey, food habit, security/precaution and discipline etc. to be successful trainees.

The state Govt. is sponsoring the candidates and bearing the entire cost of the training including travelling, training fees, boarding and lodging  expenditure.

VLCC will impart 7 months training both theory and practical including soft skill like spoken English, communication skill, internet browsing etc. At the end of the training the candidates will undergo an assessment to be conducted by an empanelled and professional organization.

 State Govt. has signed MoA with VLCC for imparting training and to ensure minimum of 70 per cent placement (Job) at minimum monthly salary of Rs.10, 000 in hand immediately after successful completion of the training.

 

 

MCH cum health awareness camps held

SEPPA, Mar 31: A series of Maternal & Child Health (MCH) cum health awareness camps were conducted at Loffa, Mebuwa, Weshi, Chodo miles camp and Attarang Singhi villages recently.

During the camps, awareness on Swine Flu, Japanese Encephalitis, Diabetes, Hypertension, Ante Natal Checkup, immunizations of children and women, blood screening kit test for malaria, hepatitis B and blood sugar, general health checkup of villagers were also conducted free of cost.

Dr. Kapu Sopin, MO i/c PHC Pakoti highlighted on preventive measures and causes swine flu, Japanese encephalitis and non communicable disease like diabetes and hypertension. He informed that JE cases were found in East Kameng district rarely, it is a seasonal viral disease mostly occurs during rainy season (April to October). He discouraged construction of piggery near homes and discouraged open defecation, and advised the villagers to keep their surrounding clean and to use mosquito net and encouraged construction of toilets.

Dr. Jesy Tana Tara, MD, child specialist talked on mother & child health and highlighted about the importance of antenatal checkup, benefits of institute delivery, breast feeding, immunization etc.

Dr.Taso Tagia SMO Dental surgeon DH Seppa briefed about oral hygiene and oral cancer, its preventive measure and causes. He advised routine checkup for oral cavity.

Dr. S K Suman, District Nodal officer cum SMO Homeopathic, DH Seppa briefed about proper hand wash method, while Dr. Kaya Lapung DRCHO, highlighted on immunizations, institute delivery.

ASM Attarang Singhi village appealed to the DMO for establishment of a new health sub-centre at Attarang Singhi village.

Later, Dr. N Geiyi, District Medical Officer, assured to provide health facilities to public according to availability and he also assured for new health sub centre at Attarang Singhi village and also advised ASHA, Aganwadi workers to stay at posting place and also stressed on DDT spray.

 

 

Awareness camp cum Mock Drill on Disaster Management held

YUPIA, Mar 31: One day awareness camp cum Mock Drill on Disaster Management was conducted at NIT campus, Yupia today by the District Disaster Management Cell of district administration in collaboration with 31st ITBP.

Addressing the meeting, Deputy Commissioner Tai Kaye said that disaster preparedness is very important in our present life. We cannot control nature to prevent occurrence of natural disaster but we can keep ourselves trained to reduce the effects of any disaster with right knowledge of basic skills to cope with any situation.  

He called upon the students to take full benefit of awareness camp and also appealed the students and NIT fraternity to conduct Swachh Bharat Abhiyan to keep the hostel and its surrounding clean and safe.

Later, Kaye gave away certificates to the students for participating in the awareness camp.  

The 31st ITBP stationed at Yupia demonstrated mock drill on disaster relief and rescue operations. Inspector Hem Raj Singh of 31st ITBP administered the whole process of mock drill which was also participated by the students of NIT. The ITBP also displayed the equipments of rescue operations during disaster in the campus.

Road connecting Digaru-Tezu-Demwe in full swing

ITANAGAR, Mar 31: The road from Digaru-Tezu-Demwe is being widened into double lane under district connectivity in the interior eastern most part of the state under PM Package sponsored by Ministry of Road Transport & Highway (MoRT &H). The road is connecting Hawai District HQ of the remote border district Anjaw ina phase wise manner.

Under the leadership of Col C Rajashekar Commander 48 BRTF (GREF), the BRO is leaving no stone unturned to complete the double lanning process at the earliest. He also stated that the BRO is a versatile organization and is all equipped to develop connectivity if the MORT &H sanction for the balance road is received timely.

The road is being executed by Bharatiya Infra Projects Ltd based at Guwahati and is monitored and supervised by 48 BRTF. The work of double laning is designed for a speed of 80 Kmph for ruling and 65 Kmph for Absolute Minimum.

Formation works, Permanent works and Surfacing work are in full swing on this road. Progress of the road Digaru-Tezu is 54.33 percent and Tezu–Demwe is 28.98 percent in the last six months. The road is expected to be completed by Dec 2015. Preparation of DPR NHDL for Demwe-Bramhakund is under progress and the work will probably start during 2015-16.

Tread carefully

In a news which will bring cheers to the Yobin community of state, they have been accorded ST status after prolong struggle by the community members. The government of Arunachal in a notification issued recently has notified Yobin tribe residing in Vijaynagar circle under Changlang district as schedule tribe of Arunachal Pradesh under article 342 of the constitution of India. Yobin also known as Lisu first came into contact with outside world when on 7 May 1961, the 7th Assam Rifles expedition team reached Vijaynagar. Historical records show that they were given ST status in the year 1979.

In early 1980s, the government of India removed citizenship rights from Yobin. They were branded as refugees. Since then they have been struggling hard to reclaim the Arunachal Pradesh Schedule Tribe status. There is no doubt that Yobin people deserve ST status but state government will have to tread carefully. Large number of Yobin resides on the other side of border at Myanmar. Government should ensure that no one misuse this noble initiative.  Also the decision to grant ST status to Yobin might open door for other groups to make similar demand. Central as well as state government should not take such decision which might disturb the social harmony of the state.

An appeal and a suggestion

Dear Editor,

This is in response to the news article published on 29th March/2015 in front page of Arunachal Times demanding resignation of Home Minister Tanga Byaling by ANSU and subsequent declaration of 24 Hrs 2nd phase Capital Bandh.

I appeal the ANSU to roll back its decision to resort to bandh call, but go for negotiation with Government for harmony, peace & tranquillity in the Capital Complex.

We have unique flora & fauna, oils and other minerals besides having 1/3 hydropower potential of the country and there is also ample scope to promote tourism. But in-spite of having these resources, every conscious people is aware of the fact that ours is resource-crunched State.

A clear question comes in mind that how long the state will depend on assistance from Union Government? How and when the State can stand on its own feet? Did any of us realize about future of the State? What should be the role of responsible citizens for growth of the State? Should we only blame the person who is in chair? Can’t we realize our responsibilities in generating revenues for the growth of our own state?

Two sources of huge fund flow, i.e. hydro power projects have bitterly been opposed by the state in downstream and borrowing loan from Asian Development Bank (ADB) for infrastructure development is also being negated due to the China’s strong opposition.

So responsible citizens of the State should keep aside political differences and come forward cutting across question caste, creed and communities and drop our suggestions to the Government for greater interest of the State.

The lone resources hub of the State was wood-based industries, which has also been stopped due to ban imposed by the Supreme Court of India on extracting forests products in 1996. However, since then somehow the State Government is managing revenues from Excise, Water Supply, Electricity, and State Transport Services only. But, the leakage of electricity and water supply by the consumers in the Capital areas is putting the Department at stake and obviously departments are unable to contribute to the State Exchequer.

The installation of Pre Paid Meter (PPM) System is a new and innovative initiative of the Government to thwart revenue leakage. Unless the new system is tested and proved, it is not appropriate to revolt against Government’s policy decision or initiatives. And in case of the PPM System is proved to be negative or inappropriate in ensuring interest of common people, then it is responsibility of the government to rollback the PPM System forthwith.

I would suggest to form a Committee headed by Secretary (Power) as Chairman and one Chief Engineer(Power) as Member Secretary comprising of members from Students’ Organisations, NGOs, Senior Citizens, retired Senior Officers from Power Department and retired senior bureaucrats  to go into the depth of negative and positive aspects on installation of PPM System in Capital areas and to submit report within one month for government decision.

Therefore the Students’ Organisation, NGOs and Elite members of the Society should also play a vital role to create awareness among citizens of the State to realize moral responsibilities in contributing to the State in terms of revenues for the Government to take up people oriented/friendly welfare schemes for the interest of the common people of the State.

Tourism needs a boost

Its pains so much when I see my state lagging so much behind every other state in India in every aspect. The revenue of our state from all resources add up to less than 100 crore. When a state having such a huge potential in tourism sector can do such a poor performance, then what does it imply? It implies the lack of proper implementation of schemes by government and improper execution of whatsoever small schemes by contractors.

We are too blind in our personal profits that we really don’t care for the development of our society which in fact will going to be everyone’s setback in long run. When a small state like Goa can have such a huge revenue output from tourism sector, I am sure Arunachal can do well too. In fact there are plenty of countries around the world whose maximum percentage of GDP comes from tourism sector. Had our politician mend our roads full of potholes, repair and renovate tourist destinations, develop beautiful hill stations, the whole scenario would have been different. Who can disagree that a state so small yet with such a huge diversity in culture blessed with immense beauty of nature coupled with safe and peaceful atmosphere can be a holiday destination in India? How many crores centre may put in our state, it will not move an inch higher in development index until those money are utilised properly and effectively.  

A cycle of two events repeat every 5 year in our state. First event to mention is that during the time of election we sell our votes for the sake of money, job surety or some big contracts in our name. Being less in population, there is enough time and money with a politician to reach every household with their luring offers.

Second event that take place post-election is that the politician tries to recover his money that he had spent during election with some extra bucks for sure. And he also gets busy with fulfilling individual promises he had done with his voters. This leads to ignorance of developmental activities in his constituency. The contractors never completes his task as it should be done and engineers only need money to approve the bill for those lame work done by the contactors. And again the cycle repeats.

In the whole process we are so indulged in our selfish growth that we rarely care about the growth of our society. It’s a common thing for our MP or MLAs and even us to mention about the natural beauty of our state when we go to other places and meet other people. So we do realize its potential but realising a dream needs hard work.

Sure corruption and nepotism has weakened our economic potential in overall aspect. But the younger generation are nowadays becoming more vocal and many unions and associations are being formed. So let’s converge our energy in the path of development and make our state a place that everyone can look upon and wish that they all want to wake up and see the first rays of sun from a room located in the most wonderful tourist destination in the world called Arunachal Pradesh

Corruption is a by-product of a system

Dear Editor,

There always is debate or discussion on corruption among our youths and elders. Our citizens blame the politicians and demands for anti-corruption laws like the ‘Lokpal’. Yes, the politicians should take a big part of the blame, but how to end the corruption? Making them punching bags alone is not going to be enough to end corruption.

What we need to understand is that corruption didn’t just start and end with politicians. We ourselves are also to blame for it. We think cheating in reasonable amounts, is okay. Accepting a sum of money during election is a normal phenomenon.

Later when the leader tries to recover the amount of expenditure with profit, we declare them as “corrupted politician”. It is easy, even fun, to blame politicians for every wrong in the state. However, they only reflect what society thinks. 

 Corruption is a by-product of a system that is power driven. Our society respects power, not excellence or integrity. Power driven system resemble the jungle. the lion is always right and the lions friends have a good life. Sure such societies can function but don’t progress much. If we are lucky enough to have good leader(charismatic and influential) at the top, change will happen quickly. Unfortunately we don’t. Given how corruption is accepted and we lack good values, it is impossible for us to choose a good leader at this point. 

Thus, we are too equally responsible for the virus called corruption in our state. We as people need to take some responsibility too. Only then true change shall happen. As Mahatma Gandhi had said- Be the change that you want to see.
